Frank was born in 1884 in Echuca, Victoria, Australia. Frank's father was Edward Skey KEMP and his mother was Eliza LEATHART. His paternal grandparents were Joseph KEMP and Esther (Amelia) SKEY; his maternal grandparents were Francis Owen LEATHART and Harriet Courtis BOURNE. He had five brothers and three sisters, named Joseph, Harold, John, Clarence, Rayner, Amy, Ruby and Pearl. He was the fourth oldest of the nine children. He died at the age of 77 on November 12th, 1961 in Echuca, Victoria, Australia. His burial was on November 12th, 1961 in Echuca Cemetery.
