Rayner was born on December 12th, 1892 in Echuca, Victoria, Australia. Rayner's father was Edward Skey KEMP and his mother was Eliza LEATHART. His paternal grandparents were Joseph KEMP and Esther (Amelia) SKEY; his maternal grandparents were Francis Owen LEATHART and Harriet Courtis BOURNE.
