William was born on March 12th, 1769 in Featherstone Castle, Cumberland - Northumberland.  William's father was John LEATHART and his mother was Elisabeth ELLIOT.  His paternal grandparents were Cuthbert LEATHART and Margaret LEATHART. He had eight brothers and five sisters, named John, Cuthbert, Thomas, James, Joseph, George, Robert, Edward, Mary, Elizabeth, Frances, Anne and Margaret.  He was the sixth youngest of the fourteen children.
